Commander Carter-A259 was a SPARTAN-III commando of the UNSC Naval Special Warfare Command, attached to Special Warfare Group Three. Carter was the leader of Noble Team, an elite team of Spartans who fought during the Fall of Reach. His call sign in the team was Noble One.

The Commander Carter features:
- stands 13.5 inches tall
- Fiber-optic illuminated helmet and combat armor
- magnetized shoulder shields and rear pouch that all weapons can
  be attached to
- rubberized suit over a fully articulated body with complete outer
  armor attachments
- fully articulated fingers
